The Federal Trade Commission (FTC) recently determined that its CAN-SPAM Act, describing the rules governing the use of commercial email messages, should apply to all associations, including higher education institutions and non-profit associations. The FTC also recently revised the effective date to March 28, 2005. Since this affects a large part of the WCET membership, WCET staff have prepared a summary of the email rules set out by the FTC CAN-SPAM Act.

HR 4283: The College Access and Opportunity Act is legislation, proposed by the Republican leaders of the U.S. House of Representatives Committee on Education and the Workforce, to reauthorize the Higher Education Act. WCET staff has prepared an analysis of the distance learning elements of this bill as it stands on June 18, 2004.
